Have you guys tried any of the tweaks for NR2003?
Especially these ones....
30+ Racing NASCAR 2003 Tweaks
I can't help you on what frame rates i'm getting on my new machine (NR2003 no longer installed), but my old one ran happily all day with everything maxxed out sitting on 185fps.
