As for Logano, he's not approved to run the big superspeedways yet. NASCAR requires at least one official race's worth of experience basically to prove you're not some idiot who's going to kill everyone. (Kevin LePage?) So just about everyone runs the ARCA races at Daytona/Talladega to earn this approval. Makes for a better ARCA race.
