I don't know anything about paint.net but I would guess you need winmip2 to open the car file. Then you can export either as .tga or .bmp file. I would assume paint.net would recognize either of these file types.

Do a google search for winmip 2, and download. You may need to download other files to make it work. read the info on winmip2 download page.
