I'm a complete noob when it comes to this. What kind of specs do you need? I have an HP Pavillion dv8000. I didn't have any problems with the game before, and I had all kinds of mods and tracks downloaded. I uninstalled the game for awhile then put it back in, and that's when i noticed the fps problem.

I've got the max number of cars drawn in front and behind and still get fps in the 50's with everything maxed. I'm running a GeForce 7300 GT vid card with 512 MB and an AMD 3200 64bit cpu with 1GB of ram.
