CS3 is a good program to use to make the cars, but to render them you need 3D Studio Max with Brazil R/S. As far as a website here is a free one to start with.

Free PHP-Nuke. Free phpbb forum hosting. Foro Gratis. Free Forum. Freies Foro

Try using this "Brazil R/S"!
SplutterFish, LLC: Download Brazil Rio (FREE!)

3D Studio Max does not make the .cup files. You have to import the .tga car file in the game directory folder called "import and export" and open the game and create a new driver with the car you put in the folder. To export the .cup file you will have to open the folder in what ever series you have created the car in and copy and paste on the you hard drive.

try Winmip for putting COT cars in the game, just create a car in the game, paint a template and save it as the new car with the car editor. Kinda easy once you get the hang of it
