its called carviewer. the COT temps and viewer files are at www. superspeedway.net (you need to register) CTS09 temps and viewer files are at Om3gA Racing (you need to register there also) the standard carviewer is at MasGrafx Racing :: Committed to the Sim Community and contains the the templates and files for the COY (the Monte carlo, Fusion, Charger and Camry) , it's on the left hand side under "paintshop" click on the subheading "Car Viewer"

Thats what you get at ss.net. You get the .X files that are the COT models. In order to view the scheme in Carviewer u must save the scheme as "ChevyCOT.jpg"(this file should be in the folder with you templates and .X files) and then what u want to do is go to "File->Open DirectX Model->Find the .X file of the COT. Its confusing but once u get the hang of it it is as easy as 123

No, when u open the .X file, the texture is a set texture(ChevyCOT.jpg, ToyotaCOT.jpg, DodgeCOT.jpg, FordCOT.jpg) opening a new texture will turn the Model to a blank white one.
EDIT- *Off-Topic* 200th Post lol
