I'm trying to reload NR2003 back on my computer after about 2 years of not playing it. I know that there are patches, but I don't know where I need to save them. Is there anyone that can help a brother out?

You can save the patch to your desktop and then run it from there. It should self extract itself to the main nr2k3 folder. When that is done you can delete the patch from your desktop.
