When I'm in the game (which has a working Talladega btw) the page up/page down is muuch faster than it should be. It's around 5-6 times faster. Do I need to redo something with my keyboard?

I had that before. Try going into the player folder and delete the controls file or whatever the player file is. In papyrus\nascar racing 2003 season\players\[player]. You may need to assign the keys again

Or just create a new profile that may help you out.
