theres a simple way to do it... :)

If our using Gimp Simply click on the layer of the number you want to outline right click and hit "Alpha to selection" then proceed to go to the select tab and hit border and then enter the number value of how much you want it to grow by (3-5) is fair and then when it borders right click on the layer you outlined and select create new layer the new layer will appear above the current drag it down turn below the outlined layer and then use the brush tool to color it in.

I use PSP 10, but I think this should work. I usually make a duplicate of the layer. Go to the "Layers" tab and then hit duplicate. The take the selector and activate the original layer below the duplicate layer-- you should see the "marching ants" going around the logo/number. Then go to the "Selections" tab, then "modify" then "expand". Select how many pixels you want to expand. Then use the fill tool to fill in whatever color you want the stroke to be. This helps me to not leave any spaces between the strokes. Repeat for multiple strokes. Then go to "Edit" then "Copy merged" and then apply it where you want it to go.
