Computer crashed

Apparently I've messed my computer up big time.
Whenever I try to sign into my computer, it flashes the desktop and immediately logs me back off. I've tried everything I can think of and can't get it. Anyone here able to tell me how to fix this?
PS I think it has something to do with me deleting loader.bat in C:\Windows\Temp

Supposedly that is malicious, should have gotten it removed, not just deleted

I empty my Temp Folder once a week and have no problems so I don't think that's the problem.
