Brian France doesn't listen to the fans, although he claims he does. Why would he listen to the owners? He'll only listen to one voice, his own. That big ego of his won't be tolerated by the RTA.
NASCAR has undergone hundreds of changes in a short amount of time. Many of these changes were good, the development of the COT and the new, safer racecar, SAFER barriers, and other changes that have improved this sport. Some have been bad, ridiculous merchandise markups in the souvenir trailers, ticket price increases, etc.
Especially with the Chase format, NASCAR has just made too many changes. The process for the Chase is inconsistent, it's changed nearly every year. But now, I feel like NASCAR needs to stop changing the competition, and start changing the sanctioning body that oversees it.
The changes that need to be made are not necessarily on the racetrack, but in the headquarters of NASCAR itself.
