Game algorithm: two cars crossing start/finish line at the exact same time

Happened a few times in online racing, and I'm wondering how the game determines who is in front of the other when two cars both cross the start finish line at the exact same time (F1 shows +/- 0.00). Does the game go by whose car number is lower (every single instance I've witness has resulted in the guy with the lower car number being scored ahead of the other, ex. 14 and 27 both cross the line first, 14 will be scored in front of the 27). OR, does the game actually record to, say, thousandths of a second but rounds the number so it shows 0.00 in game when the actual number is 0.00125 (example)?

Did it display 0.000 in the standings too? So it might say 0.00 in the F2 standings, but it shows the thousandths place value in the standings tab, such as 0.001(which is the closest finish I've had). I don't know how it would determine the winner of a straight even finish.

From what I know, the car ahead at the previous scoring loop (or in the case of NR2K3) the last lap led SHOULD be declared the winner...
