Glass Shard Effect?!

idk if that's exactly what you'd call it but i need to know how to make the effect on this car in either paint.net or gimp. either 1's fine.

I don't know anything about either of those program's workings but the easiest way I can see of duplicating it would be to draw a shape, fill with color, blur. Repeat over and over on separate layers for different colors.
Or are you asking for some sort of 1-button-click, instant-gratification feature? If so, I think you may be asking for too much.

I once had a brush that applied a similar effect, but it was for Photoshop.

oh no i wasn't exactly looking for like an effect just a how-to in order to create the effect thats all.
