Has anyone noticed how sometimes the computer controled cars lay way back before they take off at the start of a race?

And I noticed one time I was black flagged, even when I started in 3rd place and didn't jump the start, why is this?

1) The reason they lay back is most likely cause your AI strength is too low. Increase it and that should solve that problem (maybe).

2) You probably passed on the inside before the S/F line.

also watch the pace car...i passed one and didn't see it until to late.

I've had this issue too...but only for some of the cars. It gets annoying if I take a provisional start and try to work to the front cause on a restrictor track I lose the draft of the lead pack
