Dude, if you re-install it, then you will have it again. Why wouldn't you be able to re-install? I think that would be very poor marketing to sell a game you can only install once. I can just image the call to customer support...
"Hi, my name is John and about 6 months ago I purchased Nascar Racing 2003."
"Anyway, I just wanted to say that I deleted it about a month ago because I really had to install Microsoft Office because I had to write a big paper and it was distracting and taking up a lot of room."
"Anyway, I just found out that I can't re-install the game because it says I've already used the serial number and it's only good for one use...is there anything I can do about this?"
"Mmhmm, okay...right...WHAT?! I HAVE TO BUY IT AGAIN?!"
No, you can re-install the game. Have you owned a computer before? I don't wanna be mean...but on like a scale from 1 to 2 how comfortable are you with a computer? I mean, after reading this whole thread and by judging how many exclamation points you put in your title over the fact of not knowing how to delete a program and then coming short of a heart attack due to the fact that a folder is still being stored your computer, I'm leaning towards 1.
I don't wanna freak you out, but do you know that by being just on the internet, files and folders are being created on your computer even as you read this? It's called cookies, spy ware, worms, php files to track your internet movements so advertisers can post the more relevant adverts on your screen etc? I mean if that bothers you...I'm not even going to start with the conversation about germs....
