interesting problem with my pc. can i fix it?

So about 4 months ago I decided t start my pc up and when it loaded the start menu and every window on my pc was the windows 98 style. Nothing worked, if I double clicked on internet explorer nothing happened, I couldn't open any files or folder...so I turned it off and 4 months later (today) I decided to turn it on. (i really want too race in my online leagues) and everything loaded, I now can open any file or folder EXCEPT internet explorer... :/ and everything takes forever to load. Everything looks like windows 98 still. Is something corrupted or is my pc shot? Is there a way to fix it? Ive tried looking fr info and cant find anything. Heres some info about my pc:

Its a refurbised Dell Deminsion 2400.
Intel Pentium 4, 2.80 ghz processor
1 GB, DDR Memory
Onboard video and sound
Onboard NIC
Im running windows xp 32 bit

is this pc worth fixing up? please help!! thanks for any info

Have you tried restoring your PC to it's original, out-of-the-box state?

Either your PC is shot or you've got some serious virus issues going on.

Sounds like a Trojan Horse. You have virus protection? If not Run Malwarebytes (Google It) Free Version works fine, and get yourself Microsoft Security Essentials.

Sounds like a Trojan Horse. You have virus protection? If not Run Malwarebytes (Google It) Free Version works fine, and get yourself Microsoft Security Essentials.

Ok so thanks for the help but i think my pcs shot..i started up my virus program and a blue screen appeared saying:

A problem has been detected and windows has been shut down to prevent damage. at the bottom it also said technical information: ***stop: 0x0000007e (0x0000005, 0xf7ba8160, 0xf7c36864, 0xf7c36560) ***kdcom.dll - address f7ba8160 base at f7ba7000, datestamp 4f8f0f42. My pcs shot isn't it?

At the dell splash screen hit ctrl f11 and you should get a recovery program if your system was built after 2005. It should restore windows xp and take care of your problems, but you may have to go online to download some drivers for everything. Then you have to get all windows updates and re install anything you had on there. i would say to back up any photos and stuff you wanna keep but that could have caused your virus in the first place so thats up to you.

That's usually a message that appears when a virus really has taken a hold. I've seen that in the past but was able to save the PC with good virus cleaning. Based on the rest of what you said though about the desktop looking low quality, you are probably going to have semi-permanent effects so you might want to restore your computer as I mentioned earlier by doing what VanBoard said.
