Btw these were painted for the BR spoiler.

Yep. It's a whole lot easier for the renderers if you upload either .jpgs or .tgas. And you'll probably get them quicker as they don't have to go to the trouble of downloading your .psds, launching Photoshop/Paint Shop pro/ GIMP/ whatever and convert them to either of the files named above just so they can do your render for you.

And, assuming that you have the game, you can make your own .car files.
1. Save your 'paint' as a .tga in the *local drive*\Papyrus\Nascar Racing 2003 Season\exports_imports folder.
2. Launch NR2003.
3. In the 'Opponent Manager' click 'New'.
3. Under 'Chassis' select the make of the car you did your 'paint' for (Chevrolet, Ford, Dodge, etc).
4. Name your new driver file whatever you like.
5. Back at the 'Opponent Manager' with your new car image spinning click the 'Import' button.
6. Scroll to the 'paint' you saved and click 'OK'.
7. Fill in the info & Ratings for your new driver and click 'Save'.
Ta-Da.

And a couple of tips...
While I can appreciate your enthusiasm for wanting to 'paint', you work will look a whole lot better if you'd spend some time searching out better quality logos (to get rid of the 'jaggies' evident). The higher quality you start with the better the end result. 1st rule of logos is...It's always better to reduce an image's size than to enlarge it.

Ah, thanks, I didnt kno, the last few guys that hav rendered cars for me wanted me to send them the PSD file, so I assumed thats wat I was supposed to do, my bad.
