Looking for a layered Series Flagger template

I'm looking to make some new uniforms for the series flagger objects in my tracks. Does anyone know of a layered series flagger template? I know people have made different uniforms for these objects in the past and must have used a template to do them.

I did find the template posted previously in these forums, but it is in psd format and I can't open it in PSP7.
