Is there a way to create a car.lst outside of the opponent manager and then copy the set to the appropriate series car file?

Yes and no

No you can create a car.lst from nothing

Yes you can copy a car.lst and rename it but you will have all the cars in the list that you start with

All you need to do is create the list in the opponent manager. From there you can just open the .lst file in Notepad and edit it manually.
