Need help understanding Ai difficulty settings

I have never understood what controls how fast the players car can go. Does the AI settings in the opponent manager have any bearing on the car the player is driving? I was recently playing around trying to figure this stuff out and became even more confused , because it seemed that if I did a 1 on 1 race with an AI car switched that cars AI strength ( driver and or car) I got very mixed results. I upped the settings for the AI and I would run faster than him. I cut them down and it seemed more even. I was wondering if this is because the game is giving the player car more power for a stronger AI? (BTW I had the weather on constant so that's not it.)

I was also wondering along these lines how can the player EVER hope to compete with AI cars if the overall AI strength is set to >100 in the options menu. I always just assumed it was my bad driving but I've gotten quite good with the AI lately and when I set the Strength up especially at any plate track, they just seem to drive off and leave me. There doesn't seem to be a setup under the sun that could compete with that.

Any of you NR2003 gurus have any insight for me?
