Whats the difference between NR2k2 and NR2k3 that allows Nr2k3 to have mods but prevents Nr2k2 from being modded? Is it a programming difference or what? Just curious.

I have no clue but it's probably coding.

I would like to know also because you can put NR2002 mods in NR2003. And if I remember right the N4 ones too.

I'm not sure either, but I think they made mods for NR2003 possible because that was the last Nascar game put out for Papyrus, and they wanted people or former employees on Papyrus to be able to keep the game us to date for when the bodies of the cars changed and such.

I highly doubt that was the reason. There isnt any company out there that wants people to modify what they have sold to you.
Besides that, I'm not even sure Papyrus knew it would be the last one at the time of its release.
