Does dragging and dropping work? Ctrl+A all on the base, then Ctrl+C, then go back to the temp and press Ctrl+V? I might have to whip out my old copy of PSPX and install on this copy of Windows to test it out.

If the base you're working on is layered, turn off the mask layer, go to the "Edit" tab, then click "Copy Merged." Then switch to the template you want to drop it in and then go back to the "Edit" tab again and the click "Paste As New Layer."

Or turn off the mask layer, go to the "Layers" tab, click "Merge" then "Merge All (Flatten)" and drag it onto the template want it drop it in. Don't forget to go back to the base you flattened and go to the "Edit" tab and click "Undo Merge All (Flatten)" if you desire to continue altering it further.
