You have to download a file (links above should have the info) and then pretty much just follow the instructions to get the PC to recognize the controller as a controller. Then once in game go to the options menu and assign the controls and race.

If you're switching from a wheel or keyboard to a controller you may have to alter your setups a bit, but if you're going from a gamepad to the controller you won't really have to.

EDIT: Here is what I use.
Left stick = Steering
R2 = Gas
L2 = Brake
R1/L1 for clutch (depending on which side you prefer)
Left/Right arrow to look left/right
X & [] for Upshift/downshift

It works for me in XP, I tend to use up/down on d-pad for shifting, left stick for steering (ALMOST as bad as keyboard....if PS2 taught me anything), L1/R1 for left/right and L2/R2 for gas and brake. L3/R3 untouched.

Gamepad initially, then work your way up, there's a readjustment period (as with anything really, drive a race car than a Ford Fusion)

You're better off with a controller, especially a PS3 or X360 controller as all the buttons on those are pressure sensitive. With a keyboard you actually have to press/let-go/press/let-go when you're going around turns but with the Controller you can just hold it smooth like a wheel.

Matter of fact the only real difference between a PS3/360 controller and a wheel anymore is the packaging.

If the PC could use the SIXAXIS motion control (which I'm sure will come later) there's virtually zero difference at all. I'm just as quick and safe with a PS3 pad, as I am with my fight sim gear used as a wheel, and with a keyboard.

I got it to work for me, but I don't like it at all. I prefer the keyboard way over the controller.

It worked for me once I got used to it, only problem I got with L1/R1 being shift up/down, and L2/R2 being gas/brake is I grenade a LOT of engines with a mis hit button. 4 races into my 2011 season, 4 blown engines at SOME point. Grr.
