Rotating / Moving objects "tracker"

I don't really know what it's called, and apparently, the guy making this tut doesn't either.

But the thing that he makes pop up when it hits the "rotate" button or the "select" button doesnt come up anymore on my version of 3ds max 9 anymore. (I know how to rotate, move, etc, I just need that thing to pop up)

What setting did I accidently turn off?

I've lost it before and turned it back on. I think it was "S". But how I found out was just press each button twice (so you don't turn something else on/off). When you find the button, remember it Unlike me. It might be "R". hmm.
