How can I convert tga files into a car that I can use in nascar 2003?

You can't save your TGA as a car file.

save the TGA in your import/export folder in your NR2003 directory (wherever you installed your game, normally in my computer). Once you're in game in the opponent manager menu use the import button and find the name of your TGA file. And viola there it is in game!

I use photoshop, some people use Paint Shop Pro. I learned because I took a photoshop class at school. So it's different for every person.

Some people use a free program called GIMP, use Google to find a download site, there's more than one. I don't use it so I can't say whether it's good or not but I've seen a few cars done with it and they don't look bad.

You can get and older version of PSP or Photoshop at some used media oulets, around here that's McKay's, probably some similar stores in your area. I got mine on ebay about a year ago for $20, still factory sealed. I use PSP8 and really don't see any need for me to upgrade to the latest PSP12 (I think) for $140.

GIMP is a good program for basic graphic design, but if you really want to do high end stuff, PSP and Photoshop is best. Though, like Brak61 said, there have been some pretty good cars painted in GIMP.
